To find the burrow go past the edge of the moor. After you make your Skulk, explore a bit to find foxes to join. (There's 4) Be a good leader and feed your Skulk! (or don't and scratch them) Getting a mate: Once you've met a fox you like, you should talk to him/her frequently and give him/her gifts. He or she might even give you a gift in return! Soon he/she will ask you to become mates.
