Section I Article I: All legislative powers shall be shared between a Khalifah and the Shura Council Article II: The Shura Council shall consist of an elected representatives from each of the 15 districts of Azad Pakistan. Article III: The Khalifah shall consult the Shura Council every Friday. No legislative decision shall be taken without consultation with the Shura Council. Article IV: The Shura Council may override the Khalifah's decision with a 10/15 vote. Article V: The Shura Council may remove the Khalifah from office with a 13/15 vote. Article VI: The Khalifah shall serve one term of 7 years. Article VII: The Khalifah shall not serve more than 3 terms. Article VIII: No person shall be elected to the Shura Council who shall not have attained the age of 16 and shall not have been 5 years a citizen of Azad Pakistan and shall not have been an inhabitant of the district that elected him. Article IX: No person shall be the Khalifah who shall not have attained the age of 16 and shall not have been 10 years a citizen of Azad Pakistan. Article X: The Shura Council shall elect the Khalifah with an 8/15 vote. Article XI: The Shura Council members shall serve a term of 6 years and 11 months. Article XII: The Khalifah may neglect the consultation of the Shura Council for war-related decisions during time of war. Section II Article XIII: A citizen of Azad Pakistan shall be anyone born in Azad Pakistan, and anyone who successfully completes the citizenship test after living in Azad Pakistan for 3 or more years. Article XIV: A citizen of Azad Pakistan shall not be a dual national. They shall have to give up their previous nationality before becoming a citizen. A citizen of Azad Pakistan shall have to give up their citizenship before attaining the citizenship of another country. Article XV: In legal cases, Muslim citizens of Azad Pakistan shall be judged by Hanafi Shariah. Non-Muslim citizens of Azad Pakistan will be judged by a secular civil law. Foreigners will be judged by a Pakistani judge using their country's legal guidelines. Foreign Muslims may appeal to be judged by Hanafi Shariah if they wish. Article XVI: Every citizen of Azad Pakistan shall have the right to own firearms. Article XVII: Every person in Azad Pakistan shall have the right to due process and a fair trial. Article XVIII: Every citizen of Azad Pakistan shall have the right to practice their religion freely. Article XIX: Every citizen of Azad Pakistan shall have freedom of speech except speech that promotes violence. Article XX: Every person in Azad Pakistan over the age of 16 shall be considered an adult. Section III Article XXI: No person in Azad Pakistan shall engage in usury. Article XXII: The currency of Azad Pakistan shall be one that has real value rather than artificial value. Article XXIII: 80% of all the tax revenue collected from a province of Pakistan shall be spent on that same province. Article XXIV: The provincial governments shall not borrow money. Section IV Article XXV: Azad Pakistan shall have 5 provinces, which shall be Karachi, Hyderabad, Sistan, Kerman, and Hormuz. Each province shall have 3 districts. Article XXVI: The provincial and district governments shall co-operate to implement laws passed by the federal government. The provincial and district governments shall not pass any laws. Section V Article XXVII: The military shall be commanded by the Khalifah. Article XXVIII: The land forces shall be commanded by the Saifallah, appointed by the Khalifah. The airforce shall be commanded by the Saqrallah, appointed by the Khalifah. The navy shall be commanded by the Safinatallah, appointed by the Khalifah. Article XXIX: Every 10 soldiers shall be grouped into a
Section VII Article XXXVI: In case the Khalifah is removed from office due to his death, resignation, or a vote from the Shura Council, the Grand Vizier shall take his place as Khalifah until the Khalifah's term would have ended. Article XXXVII: The Khalifah shall appoint the Grand Vizier with a 8/15 confirmation vote from the Shura Council. Section VIII Article XXXVIII: The Constitution may be amended with a unanimous vote from the Shura Council. Section IX Article XXXIX: The Khalifah and Grand Vizier shall be Muslim. Section X Article XL: No person shall be above the law.
