This is a treaty calling for the signing of members of the Quintuple/Quadruple Alliance: Carcolsia, Usonia, Aidaan, the Tectonic Legion and the other involved party in the Entente, Togyaland. NOT Galsbineay, who we see as an illegitimate entity. Suggestions can be made for changes.
This does not prohibit the members of the Quadruple Alliance from forming their own new alliance, but seeks to bring an end to the entity founded by Galsbineay as a "harbinger of evil" in the south.
