The IXL government is in gear of Persecution by Atlantis, so they evacuate to Angola. They would have to go through Atlantis waters, so they disguised themselves as merchants and common people, and when they arrived at Angola, they set up a base. They presented an idea of unifying Angola, French Congo, Congolese Technate, and Nambia under one nation. This nation would be ruled by IXL, and would be called the Congolese African Union. The CAU would be the IXL government in exile, whole they plan on invading Brazil
