By 1860, the Polish people have grown restless. Seeing that Russia had been weakened, we seize the opportunity to fight for our freedom. An underground rebel group led by a man named Piotr Wojdyła strole into Warsaw. Seeing that the historical support for their Russian overlords has been practically zero for centuries, the Polish population rises up. In 1860, there were around 15 million Polish people. 400,000 untrained militia members prepare to fight, and a Polish rebel government is established under a constitution. The rebellion starts in Warsaw and spreads through highly populated Polish cities. Organized attacks target Russian supply storages, stealing food and much-needed weapons. Some Polish groups attempt to convince Lithuanians to rebel as well, and it's up to you if that works.
Is it considered deciding outcomes if I decide that the Polish people in Poland want to rebel? The Polish people historically hate the Russians, and I feel like I should be able to control my own people.
