2ATP, (aka 2 Advise The People), was a government organization responsible for making PSAs. The voice kinda makes it creepier. 2ATP was about to shut down, and it did in January 2004, so they didn't receive enough funding for actual voice actors. 2ATP was replaced with AAPSA.
