Added some changes, click next to pick either the State of New Mexico seal or MIRA seal (Context for 1st or 2nd): Even if born twins, one sibling will be a few minutes older than the other, the oldest is the first one to be 'brought out', the oldest, and the second one (born ~15-30 minutes after) would be the youngest Also, the witness' "I certify..." statement is signed by the mother's doctor, midwife, or hospital designee, not one of the parents.
Notes (more on your lore than the certificate itself): We both have the idea of speciesism against Impostors, and so I wanted to give some feedback on your names. (I'm not telling you your wrong, this is just my opinion). In real life, during sl*very, for example, ensl*ved people were rarely given surnames, or their real birth-given names were taken away by the oppressing force. This way, these people's identities and cultures were erased, dehumanizing them. With this context in mind, it would make better sense that Star WOULD have a last name, as she is a Crewmate, a "sane, gentle creature (a human)," while Black, a "savage creature of evil (an alien)" would have none or a very odd one at that, to oppress him and his identity, treating him like an animal, and not a person. His name being "Black" makes sense in this context, but giving him a last name while not for Star... not really. (NOTE: I do NOT support real-life racism, oppression of other people, or sl*very in any way.)
