They all (and will) not have move sets at some point. Every character either got an unbalance, a rebalance, a terrible nerf, or an ungodly buff. Cowardly Khan has a chance to instantly win, Slowpoke has a chance to instantly win, and there are 3 characters that got their win box nearly quadrupled.
