OUTSLIGHT mechanics: he will appear on your screen looking down, then he will look at you. You must be sliding [and note, only sliding, not crouching, running, or jumping] and he will let you go. If you don't do it, he will hit you with the slight effect but will not die instantly. If he hits you again while you have the slight effect, you will die
