Velkaris is a modern semi-democratic feudal state located on the Eastern continent of the world of Eleske. Its territory includes the Tychom Well, one of the largest oil reservoirs in the world. Velkaris has built extensive oil infrastructure designed to harvest oil from the Tychom Well. Velkaris has become relatively rich for a country of its size via international trade with private companies, as oil is very much in demand; recently, tensions have increased with many of Velkaris' buyers due to Velkaris' active chemical weapons program. For this reason, Velkaris has been eager to establish diplomatic relations with its peers, as it seeks to retain its statis as a worldwide oil supplier. Velkaris’ military is maintained strictly for self-defense. Its military assets, particularly its armored vehicles, ships, and planes, are modernized, as Velkaris values the quality of its military assets more than its quantity. It maintains roughly 4.17% of its population in active service. These troops include those in both federal and local armies. Velkaris’ land operates on a semi-feudal system. Oligarchs from wealthy elite families control much of the land and ensuring that oil production is completed soundly. They are permitted, and required, to build their own infrastructure, tax their own people, and maintain military bases. They answer to the Assembly, a collection of 317 democratically elected politicians. The Assembly is the highest authority in Velkaris: they may pass any resolution with a majority vote. The Assembly is also the primary body that controls oil trade and Velkaris’ oil stockpile: although Oligarchs may build the infrastructure necessary to sustain oil production, the Assembly is charged with distributing this oil around the globe and ensuring that Velkaris’ GDP is maintained. The Assembly then allocates funds to Oligarchs that they trust, or personally use the money for the good of the state. The Assembly also maintains a large army that outnumbers all the armies of the Oligarchs put together. Sector 7 of Velkaris is the only territory controlled only by the assembly. It houses their army, the main airport (1.4Z900), and the capital city of Sakhra. Velkaris also maintains strict border gates between all sectors, as well as the entire country’s borders, to ensure security and prevent anarchy.
