We, as the front-runners of democracy, wish to formulate the rules for humanitarian and warfare discussions and actions for ALL persons [ie, Umans, Slimes, Homosapians, etc.] The rules of humanitarian and international law of war will be listed here. I. Soldiers, who are out of combat [ie, wounded, unconscious, or otherwise unable to fight], of all shall be given the unalienable right to: 1. Care without discrimination 2. Protection of medical personnel 3. Protection of medical facilities 4. And the use of the 'Red Crescent' or 'Red Cross Symbol.' ~ Any medical facilities used for military purposes are no longer protected and can be targeted. II. Soldiers, who are out of combat [ie, wounded, unconscious, or otherwise unable to fight], who are shipwrecked, have the unalienable right to: 1. Rescue duty; ~ Parties must execute a search party to find any shipwrecked individuals [ie, Umans, Slimes, Homosapians, et.c] -- even enemies. 2. Care for survivors; ~ Once an individual is rescued, they have the right to undiscriminated, humane medical care. 3. Protection of hospital ships; ~ Ships designed for medical care cannot be attacked. ~ After naval battles, ALL parties are REQUIRED to begin searching for survivors from BOTH parties; under no circumstances are you allowed to continue military operations. III. Prisoners of War, aka P.O.Ws, are considered as regular soldiers, militias, or active members of resistance groups. All P.O.Ws have the unalienable rights to: 1. Humane treatment at ALL times; ~ Under no circumstances are P.O.Ws allowed to be tortured, coerced, or subjected to humiliating treatments 2. No forced interrogations; ~ P.O.Ws are only required to provide name, rank, birth date, serial number, and country of origin. 3. Adequate living conditions; ~ Food, shelter, and medical care must meet basic standards. 4. Communication rights; ~ P.O.Ws are allowed to send and receive unfiltered letters. 5. The right to a fair trial; ~ P.O.Ws are allowed to be given a fair trial. - Independent and impartial tribunal. - Presumption of innocence - Public hearing - Right to legal counsel - Equality of arms - Speedy trial - and Rights of the accused 6. Protection from public curiosity; ~ P.O.Ws are protected from prarading them in public. ~ Forced labor IS allowed, BUT it cannot involve military operations and must be paid and regulated with fair working hours. IV. Civilians [ie, Umans, Slimes, Homosapians, etc.] are protected and strictly prohibited from being targets of military operations. 1. NO targeting civilians; ~ Direct attacks on civilians are strictly prohibited and will be seen as one of the highest crimes against humanity. 2. No collective punishments; ~ Punishment of a group for the actions of an individual is prohibited. 3. No deportations or forced transfers; ~ Deporting any groups of individuals, [ie, Umans, Slimes, Homosapians, etc.] is strictly prohibited. 4. Access to basic needs; ~ Civilians, regardless of being human or non-human, are required to be given food, medical care, and humanitarian aid without discrimination. 5. Maintaining order and safety; ~ Governments and/or occupying forces are required to maintain order within the occupied zones and to protect the civilians within the occupied areas without discrimination. 6. Respecting local laws; ~ Governments and/or occupying forces are required to respect the laws of the area they are occupying. 7. Protection of the population's rights; ~ Governments and/or occupying forces are required to respect the local, state, and constitutional laws of the persons [ie, Umans, Slimes, Homosapians, etc.] within an occupied area. V. AI and Cyber warfare rules are essential to maintain complete safety for all people [ie, Umans, Slimes, Homosapians, etc.]. 1. Cyberattacks that cause physical damage or mass disruption to civilian life; ~ Cyberattacks that cause physical harm, damage, or mass disruption (power grids, hospitals, water systems) as acts of war 2. Protection of civilian infrastructure; ~ Cyberattacks on civilian-purposed infrastructure are strictly prohibited and will be seen as one of the highest crimes against humanity. 3. Civilian and military networks; ~ All civilian-purposed networks [ie, banks, hospitals, emergency services, etc.] are protected from being targets of cyberwarfare. Military networks are not protected, and any military networks masked as civilian networks are also not protected. 4. AI usage in warfare to commit war crimes will be directly pinned on the country of origin and the user of such technology. Although the distinction can be very blurry, any form of military AI is not immune to being targeted in military operations.
VI. Space warfare has become one of, if not the biggest, topics of conversation, but the Seoul Convention still has jurisdiction in space. 1. Attacks on civilian-purposed satellites; ~ Any attacks on civilian-purposed satellites or spacecraft are strongly prohibited. 2. Prohibited usage of debris-generating anti-satellites; ~ Debris-generating anti-satellites are strongly prohibited to maintain safety in space travel, prohibiting accidental attacks on civilian satellites, and restricting debris in LEO. VII. Damaging wildlife or essential systems to maintain basic needs is strongly prohibited. 1. Banning of causing long-term ecological damage; ~ The usage of weapons that cause large, long-term ecological damage is prohibited. 2. Protection against tampering with important systems; ~ Intentional tampering of important systems, such as water, food, sewage, and electrical systems, is prohibited. 3. Treatment of severe environmental destruction as a war crime; ~ The intentional causation of severe environmental destruction is strongly prohibited.
