Kap-Aarschen is a big city on the west coast of Fechstland that has grown rich and influential off the chemical and oil processing businesses. However, the city is notably left-leaning, and the mayor of almost 30 years, Tomas Petel, isn't really known for backing down. It only makes sense then that when the Blerper government shattered and Ketz ordered the city's regiment to stand down, he merely declined. Then when the Provisional Presidency then asked for Petel's assistance against Ketz, he declined too. He would have none of this. Thus, the Kap Metro Authority was founded. It stood for the Kap's independence as an independent state, since clearly neither government could fulfill their needs. Straining relations with the democratic government has not been a good choice for the Kap, however. They now find themselves under a constant siege by Ketz's troops from the east, and the remnants of the Navy under Ketz as well from the west. The vast industrial complexes have been set ablaze by artillery, causing massive amounts of economic and environmental damage. More and more citizens flee for the main city of Aarschen daily. The situation only grows more dire as resources are stretched thin and the small garrison suffers constant defeats, and it looks especially grim for Petel who was himself wounded by the siege. If things continue to drag on, Mayor Petel might have to cave into provisional-governmental demands in order to keep his beloved city afloat. But even then, the military administration might still win - and who knows what would happen to the Kap then.
