The High Council of the Axis [PU-NE] [Press Space/Click the side buttons to change slides] -- THE IMPERIAL AXIS: THE HIGH COUNCIL & COUNCIL GROUNDS -- [-] Council Grounds Access [-] The Inner High Council Grounds are located within the Greater Axis District in Hawaii. Here, only delegations of the Council, military personnel, and maintenance workers are allowed. Within the Grounds resides the High Council Building, Delegation Quarters, Imperial Study, and Central Military Command. Here, the Axis conducts major legislative and military actions as a single body. Because of the high-profile delegations entering and exiting the area constantly, strict laws have been put in place to prevent international accidents from occurring. A no-fly over zone has been set up around the Council Grounds (authorized personnel only), as well as a maritime restriction that of which civilians must stay 700 feet away from Council shores. On a day-to-day basis, the Council Grounds are closed off to the public (save for the occasional public event). Civilians caught trespassing will be tried under the laws of which-ever nation's military/security had captured them them, but will most likely be imprisoned and fined. Finally, the current Council Grounds contain five major security checkpoints on main roads. When entering or leaving the Council Grounds, Central Command Building, High Council Building, or other places of importance, security checkpoints will conduct a mandatory search of your vehicle and person. Un-authorized weapons, classified documents, and other harmful materials found on a person will lead to an immediate arrest. [-] Design Choices [-] Designed by Japanese Architects, the Grounds are designed to serve tens of thousands of people, being a small city. The Delegation Quarters hold about 120 delegates (30 from each of the 7 member states), but have the capacity to hold up to 500-600 people. The Imperial Study is a mass library that can also fit around 600 people, with a large view of both the Council Harbor and the Imperial Gardens. The Harbor Quarters are made to be only one story tall in order to not obstruct the view within these buildings. The main Council Buildings were designed in order to give off an imposing, formidable feeling no matter which angle it is to be viewed from. From the front, the large central dome towers over the viewer, with the Lady Justice Statue both in front and on top of the dome staring down at the viewer. From the sides, the North and South Wings feature a massive lawn paired with a looming, 3 story building filled with the world's greatest records and politicians. Finally, from the back, the Imperial Gardens are surrounded by the North and South Wings, as well as the Harbor Quarters. This creates a small enclave between massive buildings, allowing the viewer to see all four buildings at once while simultaneously being in nature, as it is in fact still a Garden. The Council Buildings are built in front of a major harbor in order to prevent attacks from one side as well. Because the Harbor is such a controlled point in the water, it would be hard for naval attacks to occur. On top of this, the Main Entry Check-Point, as labeled on the map, is designed to be a choke point in order to check 100% of the vehicles that enter and exit the facility. No one gets in or out without getting checked. Finally, all of the windows, skylights, and walls are built to be blast proof, bullet proof, and fire resistant. This should hopefully give Emergency Services/Security enough time to enter the building and put out any potential fire or eliminate hostile targets (if they are even able to get near the building). This also creates a sound-proof environment for most rooms, allowing politicians and delegations to speak their mind without eavesdropping. A majority of the rooms are to be without video surveillance in order to keep Council Meeting private, save for the major hallways and non-private areas. In the occasion that a missile, orbital strike, or other threat is identified, all Council Delegations should be rushed underground into a 100-200 feet deep anti-missile bunker. Stairways into this bunker can be found on the first floor in every wing of the main council structure. Other separate bunkers can also be found across the Council Grounds for civilian and personnel usage. All non-security video recordings of the inner buildings must be removed as well, especially when the council is in session. All discussions held within the building are not to be judged or open to the public. The Imperial Council values their ability to speak their mind during assemblies without the worry of being "cancelled", or of harming their public image.
