Now that Carthage has grown bigger, land distribution requires changes. Firstly, now that we know El Cid is a definite ally, city districts are built near the border to encourage trade. Tribal reservations that used to be by El Cid's border are moved south, giving them more sea access. City districts are built everywhere, allowing room for the new immigrants. Immigrants are instructed to stay inside city district boundaries to not disturb the private reservations. For the Andorran tribals, a new reservation is built in the north.
