Before Aurelian marines could even arrive to Volcania by the sea, their vessel is stopped by the Volcanian home defense navy. The Aurelian vessel is told they cannot dock at a port without notifying the Prime Minister of Volcania first, and then they're asked to hold please while the Volcanians contact the capital via radio. After the government responds back, the Volcanian fleet tells the Aurelian vessel they cannot station Aurelian soldiers at the embassy, as 1, it would spark more unrest in the capital if a foreign military was there, and 2, it could lead to potential security risks. the Volcanian vessels then kindly ask the Aurelian vessel to turn around and go back home
As for the message sent from Aurelia to Volcania, Volcania states that according to its constitution, the government can't dissolve a political party unless they have active plans to overthrow the government (which the Panthera Party currently has no plans of doing), and cannot dissolve a party just because of a foreign nation telling them to do so
