This makes it possible for people to download all of wikipedia (https://en.wikipedia.org/wiki/Wikipedia:Database_download) or use online courses (https://library.kiwix.org) etc. therefore making it possible to use certain websites without actually using the internet. ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Reminder: It isn't okay to do illegal things even if you're anonymous (or you think you are.) Even though these steps make it hard for the government to track you and therefore make them less likely to target you, people using Tor and I2P have been arrested for commiting crimes on the dark web.
