This is a experemental thing Colvan is doing to make sleeper cells. They do this by breeding and brainwashing. This is only happening with a select few and is still relatively experimental. It has made some results with ultra nationalistic adults so far. It is meant to make groups of ultra nationalistic people who will cause terror on their targets. They are considered responsible for their own actions, though. Colvan will usually just give them the mission. The sleeper cells can complete it however they want, though. They are usually incredibly violent and will often kill many more than needed.
