If you didn't know, it's a reference to an Undertale mod called "DustBeleif", where papyrus goes freaking coocoo and low-key slimes everybody out including sans (Very bad description, its a pretty cool mod/Comic! Go check it out urself). (see notes and credits for details.)
Skinpaks are skins that are obtainable through Corruption orbs, which are earned through rounds and trading. the "Belief" skin pak will cost approximately 2k orbs. Skins in Skinpaks will either not be obtainable through the main skin menu, or the Skinpaks will offer a discount (like 4 $500 skins for only $500). Skinpaks are all limited time, with only few re-releasing, and once you don't have them, you don't have them. The belief skinpak will launch at a major discount, and after the belief skinpak is gone, it will go on sale in the shop with a new redesign, rewarding players who got it first with it's legacy chase theme. The reason it's getting redesigned is because these versions on screen are just test versions to see what works for you guys and what doesn't.
