Both highlights will show up behind other tiles, which may make the game appear 3D, but this is NOT the case. There is only ONE layer to build on. Gutters and reservoirs have to be built next to either another gutter, or the city hall. Electric Poles have to be built within 4 tiles of another power pole or the city hall)
