"To ensure the survival of nations in danger of ever encroaching threats from aggressive nations, we offer the creation of a pact to unify those who have been oppressed, threatened, and bullied into submission to fight against the tyranny, and imperialism of the status quo international gangs, and their allies." - Secretary Caturi Perquensky. The Catingrad Pact has been announced. The following is the articles of Catingrad Pact membership; 1. "Military Matters" ; 1A: The Catingrad Pact is normally an optional defense organization. If a nation engages in conflict, member nations may chose whether to become involved, or not. In the case of a "Emergency Declaration", all members must engage in conflict against the enemy outlined in said declaration. 1B: The Catingrad Pact's duty is to advance the military capability of its member nations by mutual efforts, and, nations must meet certain requirements for their defense budget, and military capability. These requirements mean, a 3%+ budget of GDP for funding military matters, and the participation of member nations' forces in yearly military excersises hosted by any member nation chosen in a pact wide vote. Member nations are urged to maintain ties within the Pact to open the door for military equipment purchasing, and trading. 1C: Member nations may, or may not allow allied nations to station or deploy troops within their borders during peace time. This is a fully sovreign decision, again, during peacetime. However, in the case of an "Emergency Declaration" succeeding in its submission, all member nations relinquish their right to wave troops, and must allow allied forces operational privileges within their borders. 2. "International Matters" ; 2A: The Catingrad Pact is a show of unity against imperialism, and aggression. So, as to ensure the right to speak out against these acts, member nations have the right to criticize one another's foreign policies, wars, actions, and other activities. Member nations, however, may not directly slander leaders themselves, nations themselves, nor may engage in direct action to remove, depose, or impeach an allied nation's leader, or a nation's participation in the Pact. 2B: Nations within the Catingrad Pact are urged to maintain respectful ties with international aggressors, in the attempt to ensure global peace. If conflict arises, it must not be from Pact hands. However, Catingrad Pact members are expected to hold their ground. 2C: Member nations have the right to enact embargoes, tariffs, or other economic tolls, taxes, and corrective action as they see fit within the alliance. This is a fully sovreign choice during peace time. In the case of an, "Emergency Declaration", all member nations must suspend trade and commerce taxes, tolls, and corrective action to ensure that other member nations may engage the declaration's needs efficently, and effectively. 2D: Member nations must wave their membership in opposing organizations and groups which move to counteract the Catingrad Pact. This is a non-negotiable term of membership. 3. "Internal Matters" ; 3A: The Catingrad Pact does not have the right to engage in actions which hinder the sovreignty of its member nations during peace time. Nor does the Catingrad Pact have the right to interfere with elections, support candidates, or lobby member nations' governments. 3B: In the case of an approved, "Emergency Declaration", and the subsequent reasoning for said declaration, all nations must maintain their commitment to the Pact until the conflict is considered resolved. Actions to suspend participation, support, or article agreement may result in Pact wide action against the nation. Action includes possible military intervention, economic corrective action, or other non-disclosed consequences. 3C: A legislative body will be created, and is to be based in the Soviet city of Catingrad. Here, votes will take place on Pact wide policies regarding article modification, addition, or subtraction. Aswell, every seven years within this legislative system will be an election to choose the Catingrad Pact "Marshall", and "Vice-Marshall". The Marshall will be the leading figure in deciding Pact policies, organization, doctrines, permitting new members, and approving an "Emergency Declaration". The Marshall is required to give all Pact nations' leaders a Pact wide status report once every three months. 3D: To submit an "Emergency Declaration", a Pact member must be facing imminent invasion, enemy economic sanctions, instability, rebellion, terrorism, constitutional crisis, government collapse, or other non-specified situations. Only the leader of a member nation may propose --
-- an "Emergency Declaration". They may propose it in Catingrad, or within their own nation. Member nations may consult other members on pushing the declaration through the 2/3rds vote privately. All member nations may propose an "Emergency Declaration" within reason. Consecutive declarations within the span of a few months, are considered a "waste of Pact administrative resources", unless extreme circumstances occur. 4. "Economic Matters" ; 4A: Catingrad Pact members may engage in any economic system they wish, and, may recieve aid from other members to change or improve their systems, if wanted. Member nations may not infringe upon fellow members' economic systems, nor force one system using the legislative body during peace time. 4B: Catingrad Pact member nations must have atleast 2/3rds of their labor force within a union labor system. Non-union labor is unacceptable to Pact regulations, and allows suspension. By "Labor", the pact means construction, civil services, teaching, medical, and other job fields under the "blue collar" designation to have atleast 2/3rds of its work force taken care of, with fair equitable wages, work time, and extensive work safety regulations. 4C: Member nations may engage in free choice commerce, as explained in Article 2-2C. It is recommended aswell, that member nations move their trade to purely neutral, or Catingrad Pact nations respectively to ensure the stability of their commerce and trade actions, however, member nations may still trade with whomever they wish. 4D: In the case of a significant global, or national economic crisis, it is the duty of Catingrad Pact member nations to come to the aid of nations suffering from said crisis, if they request it. 4E: The legislative body of the Catingrad Pact does not have the authority to enact, or remove, tariffs, embargoes, currencies, taxes, tolls, or other economic actions as the legislative body is not a government entity which oversees a treasury, nor claims to be. Nor does the legislative body have the authority to enact international law, nor justice during peace time.
