After gaining enough strength California will begin enforcing the Sierra doctrine, vowing to defend any nations west of the Rockies and south of Yukon, along with doing whatever necessary to prevent foreign colonization or expansion, and the combating of any authoritarian states. (this is inspired by the Monroe doctrine)
