Just a list of proposals that people will have to vote on, you can also try to amend them if you like. :3 PROPOSAL ONE: (6/6) War-crimes and crimes against humanity are illegal again. Restricted areas of combat: Population centers, significant sites to organizations (Religions, Countries, Companies, Alliances, etc), extreme terrain/extreme climate (non-human systems are allowed to fight there), medical centers, humanitarian sites or civilian infrastructure/industry (Including digital). Banned weapons: Nuclear weapons, space weaponry, weapons that cause unnecessary suffering, chemical weapons, biological weapons, animals, kamakazi attacks, blinding lasers, fire weapons, landmines that don't deactivate after a certain amount of time, poison or weapon damages that can't be treated (Like expanding bullets). Policing: Military units may not police civilians. Training police with military training is illegal. Police brutality is illegal. Every citizen must be given a trial and the death penalty is illegal. You may not prevent humanitarian efforts Treatment of prisoners: Prisoners must be treated with dignity. They cannot be denied essentials to life, like enough food, water, shelter or human connection. Torture is illegal. You cannot experiment on prisoners without their explicit permission. You cannot force prisoners to fight and prisoners must be compensated fairly for work. Prisoners must receive adequate medical care. International Morals: You cannot harm people (Unless it is in self defense), you cannot steal/damage property, you cannot cheat on the person you are married to (Without their consent), non-consensual 'reproduction' is illegal, you cannot own someone else as property, you cannot discriminate against anyone, (Anything else?). Training: Soldiers require a bare minimum amount of training so they are not murdered. You cannot train soldiers to commit war crimes. You cannot harm soldiers to train them. Blockades: You cannot prevent any country from receiving anything except military weapons/ammunition, this includes food, water, even civilian goods. Property Damage: After war is over, both countries must pay for non-military damages caused to each other, including the victor and the one defeated. Humanitarian efforts: I would like to emphasis, you CANNOT block/stop/damage humanitarian efforts. They should be left completely untouched by your military. This includes Federal Peace Keepers who protect civilians. Exceptions: If your enemy is not abiding by a specific rule first, you may break that rule as well. If you break the rule more than your enemy, you may still be subject to trial. Amendments: I can amend this as I see fit unless a majority of members block my amendments. You cannot be subject to trial of something that was made illegal after you did it. PROPOSAL TWO: (6/6) All the essentials to life will be made a human right. This includes a minimum amount of water, food, shelter, air and sleep. The Federal Commonwealth will pay for all of it after we get our finances off the ground, and that is when this will jump into action. If your people have all the stuff they need to survive by default, they can spend their money on goods, which will boost your economy. If you produce a lot of food and such, this will also help your economy. PROPOSAL THREE: (5/6) Everyone will accept my two currencies (Universal Credits and Reserve Credits) as their secondary currencies. Everyone will accept the language 'Man' as their secondary language, it is basically a universal language that combines elements of every language all over the world, it is easy to add words to and learn. Everyone will accept the 'Universal Stock Exchange' as their secondary Stock Market. PROPOSAL FOUR: (5/6) Everyone will share research, allow for (Relative) free trade, free immigration (Only if the person can prove they are patriotic to your country and adopt its culture), free travel, shared space programs, census data, etc. All of this is only for Federal Commonwealth members (We are the 'Federal Commonwealth') PROPOSAL FIVE: (4/6) In case of a member state in a war, Executive Authority (Me :3, until I hold elections) will be able to order countries (which volunteer) to help. I ask to be made leader of alliances to help create united strategic defense/offense.
PROPOSAL SIX: (5/6) The Federal Commonwealth will be allowed to conduct polls, asking people whether they consent to being ruled by the current government. If 55-60% Disagree then we will take Economic/Political/Diplomatic action, Military if the situation escalates. (IE: Revolts, Suppression, War Crimes) Meddling with these polls will result in automatic assumption by the Federal Commonwealth that you are ruling without the consent of the people. The Federal Commonwealth will take whatever actions necessary to make sure your government aligns with your people, or to liberate an oppressed minority. But it probably won't come to that, as you in RP control your people (Mostly), so there's nothing to worry about! This will only happen if 3% of citizens petition us. We will fully fund any petition effort, and intervening with petitions will be seen as the same as messing with out polls. PROPOSAL SEVEN: (4/6) The Green New Deal. Everyone will be required to use renewable sources of energy, such as nuclear, if you need money, I will loan it. Everyone will have to put regulations on industry to prevent environmental collapse and a global effort must be made to rebuild the Earth's environment for all people. PROPOSAL EIGHT: (3/6) The Executive Authority has full rights to declare a State of Emergency in case of, well, a State of Emergency. The Council will have absolute power for a YEAR ONLY, then Parliament can vote to end it or continue it. The Executive Authority will have any power on the table to end the crisis. An example would be in the case of a global war. The Executive Authority would take control of Member States' Militaries and do WHATEVER it takes to end the conflict. PROPOSAL NINE: (2/6) After 3 days, votes automatically come to an end and those who didn't vote don't have their non-votes counted.
