the landscaper can shore up any tile on the board once per turn, taking an action. or, if they feel the need, they can get rid of one flood card in exchange for an action, so every turn they only get 2 instead of 3. (Apologies for the bad look for the pawn, first time trying to make one.)
I told my mom it would be fun to have custom characters that are balanced and not to powerful and she said that I should do it. credit to gamewright for the original game.
