has been around since the end of WW1 based on a fictional nation, the empire state (red-con) the virus caused them to wear gas masks religiously it does, but the gas masks and helmets make everyone look the same, even civilians wear helmets and gas masks. they are a bloodthirsty religious fanatic empire, that doesn't have a lot of tech, but a lot of bodys to throw at a problem.
