No axis mandate, however, in the red zone, all economic output and resource rights go to Imperial Axis members. In the blue zone, all countries critically affected by war get resource rights and all economic output. The green zone is all to Atlantis, except they have access to move military through it. The State of Polatsk is created in Belarus. Czechoslovak Silesia is exchanged for Polish Galicia. Bulgaria gains Carpathia. Japan, Bulgaria and Atlantis get bases in Pomerania as in the original. Czechoslovakia could just be collapsed entirely if their country is unliveable. In which case Poland gets Silesia and blue zone still exists, CEF gets Czechia, and Hungary gets Slovakia, while Bulgaria gets Carpathia.
