This is a proposal to establish self-sustaining settlements on a close orbit with Zonar. It is approved by Elechid XXI and has further approval from Xagara and TSG Interuniversal Organization. Xagara was included since it is a major player and the closest to Zonar. "Eklle" is the Kitcerian word for "star", but also refers to Zonar itself.
