basically what I'd want for the balkans Ideal treaty - Soviet Union gains Bessarabia although Bhukovina is kept in Romanian hands because it Has a huge Romanian minority there. Bulgaria remains independent and semi-communist Yugoslav free state is put up (independent) Romania SSR is created (not independent) Hungarian SSR is created (not independent) Pact of steel is created (me allied to Yugoslavia) Balkan Pact is created (Alliance between all Balkan nations) Mostly based of off Ethnic lines (please speed just keep Hungary like this)
