As the growing industries of Wilczech increased dramatically due to external trade and expansion, there is an increasing need for raw materials, especially for steel. As geologists and topographers continued to learn more about the frontiers of Wilczech, they found something very useful: large deposits of Iron ore as well as easily accessible and carbon-rich coal. Because of this, President Milad Morzhd has begun a new settlement campaign, closely focused on peaceful expansion and interaction with native peoples, economic development, and the establishment of rail and road networks to connect these vast territories to the industrial heartland of Wilczech. The first stage of expansion will be through researchers and geographers, those who study the land, as well as linguists and anthropologists, to examine the cultures and lives of natives living in areas of projected expansion. Then, once prime areas for settlement are found, subsidized groups of settlers will make their way by wagon or on foot. Any settlements are not to interfere with native activities and are to remain peaceful. Once large settlements of over 2,500 people are established and the necessary infrastructure is in place, resource extraction and railroad construction will commence. At this stage, when we have established our presence firmly in the region, natives of the area will be given a choice. To either assimilate within Wilczech as equals, or to live their lives in autonomous regions of Wilczech. Autonomous regions maintain home rule, but they are subject to all facets of Wilczech law and are entitled to pay taxes and other fiscal duties, as well as recruitment policies.
