Stormhelm has failed. They allowed the convoy to be destroyed, showing a failure to properly escort or otherwise protect it, and the Prospirian government is furious. The reparations demanded have increased, and on top of that some territory is also being demanded as recompense for the complete failure to get the stolen people back home. After all, either Stormhelm is relinquishing control by not reigning in the locals or they are giving a reason to lose territory. Every time Stormhelm fails to improve the situation, we're just getting more united in our hatred for the Stormhelmish government.
