The troops in the annexed territory begin to create defensive fortifications to better secure their position. Unless Stormhelm attacks our position, we will not attack the Stormhelmish position, and similarly we will consider the conflict to be in a state of high tension rather than a state of war. The citizens of the annexed territory are given the option of Prospirian citizenship if they so desire, with them being promised regardless of their choice that the Prospirian government will protect them so long as they remain within Prospiria's borders.
