Okay so this is this random thingy "physics" simulator that (kekem) is not a simulator of physics I tried, but I'm only an elementary little guy so wat do u expect me to know T-T We haven't even LEARNT physics in school! It's literally a fake physics model. This is how it works: The car and wheels are 3 separate sprites, with the wheels basically acting as 2 "platformers". So that's also why you can just stop on a hill -_-
