hey lots of confusion on what a reserve is vs a preclaim im just gonna call them gifts/commissions instead of reserves now to prevent confusion a design that is MADE FOR somebody !! as in designed with that person in mind specifically,, as in as a gift or a commission,, it is allowed to be reserved for said person but they still have to make an application and if its donated it should have claimable siblings a preclaim is asking to claim a design/kit before the litter is approved again the rule is literally only about just making sure the litter follows the rules before getting applications on it thats all it is,, and ensuring fcfs litters are fair and not secretly s litters in disguise
