I believe that 2 tiers of managers is much better than our current system. Here are the ideas for this. Tier 1: Manager Council The manager council is a group of managers that pass reform to make it better. The exact number of them can vary, but if there is a tie in the amount of votes on something, then the Host can act as tiebreaker. Other than this, the Host does not vote in Manager Council affairs. This is so the Manager Council is less connected to the Host. The Host can still propose a vote on matters. The managers on the Council have normal powers to enforce rules. They can also vote to remove Upper and Lower Managers. While the vote is happening, they can temporarily disable the powers of the managers accused of breaking rules. (the accused managers will remain as managers in the studio, but won't be able to use powers. if they use powers, they will be kicked from the studio until the vote ends). They have normal emergency powers to remove people that are active threats. Every month there is an election for Manager Council members. During this time, half of the Manager Council seats are up for grabs in an election that any Upper Manager can join. Each Manager Council member serves a 2 month term. This happens at the same time as host elections(1 per month). Tier 2: Upper Managers The Upper Managers have all the power of managers currently, except they actually have to follow the rules and aren't a part of the Manager Council. They also have the power of disabling Lower Managers who aren't following rules, with the same caveats. Tier 3: Lower Managers Has basic manager powers to void powerplay and remove unrelated projects, but aren't managers in the studio. This is the training to see if someone can be trusted as an Upper Manager. They can be created if a manager on the Manager Council decides that this person is good enough to become a Lower Manager. Tier 4: Normal person No manager powers lol
We should also make a board where people approve/disapprove of changing things. This manager system is open to changes.
