However, for Zammartia to become a beacon of the truly free world, it must make decrees to secure the external revolution, too. As such, three decrees: the Makers Encouragement Act, the Arms Act, and the Necessity Production Act. The MEA sets a plan to industrialize, using both our limited existing industrial base and any and all assistance from other nations that we can obtain. This industry will at first focus on the production of military weapons, especially rifles and artillery, along with construction materials for external forts and internal building. Any other production is on necessities, such as clothing. It also establishes a work uniform, because the one should not see himself as special compared to the rest in broader society. The AA formalizes the creation of the Zammartian Green Army, the evolution of the existing army that shall be dedicated to the growth and security of the people's revolution. In the event that any major piece of the country is undermanned, ZGA troops will be sent to help make up for the worker shortages. Accordingly, basic training will have not only fighting but also basic requirements for 'important' labor (designated as factory work, farming, resource production). The NPA sets out a system of distributing wealth and machinery to those who produce excess food or the basic materials needed for industry and manufacturing in order to encourage increasing production of these things, which would then help this very program continue to expand to more and more people. People for these systems are to be drawn from volunteers, with direct requests to volunteer sent to those working on subsistence. Pay is determined by what the government deems fair (and wealth can only be spent in government markets, feeding it back to the government to pay its workers). These pillars are reliant on each other. Without the ZGA, the NPA is unable to obtain new resources; without the NPA, the MEA has no resources; without the MEA, the ZGA will eventually run out of weaponry. Maintaining these will therefore be a major government focus.
