An alternate dimension would have all the same people as our world, same places etc. So if you went to an alternate dimension, somewhere in the dimension would be an exact or almost exact double of yourself. SPOILER don't read until you watch the end: So basically what they are saying is that Zallia could be an alternate dimension anyone, and since she has the same powers as Azalea, she is most likely Azalea from another dimension.
