A peace treaty proposed by Secretary Nikolas Catvonich of the Ministry of Foreign Affairs regarding Jinzhao. Articles of the Catvinich Propisal; 1. "Land Claims." 1A, The Federation of Soviet Socialist Republics will have proper claim to all territory it currently holds as of the publishing of this treaty. 1B, The Federation of Soviet Socialist Republics will be granted claims to all coastline land from start of the seashore, to fifty-five kilometers inland. 1C, The Federation of Soviet Socialist Republics will be granted claim to the border regions to, Kyotia, Xeng, and Karolinia. If not already occupied, the Federation of Soviet Socialist Republics will be granted a fifty-five kilometer wide territory on all aforementioned borders. 1C, Within these OCCP claims, all major groups apart of the Jinzhaon civil war will have to meet in Catjing during a twelve day summit to draft new borders for Jinzhao's fledgling republics. This will be called the Border Congress. 1D, All former Jinzhaon provinces and Autonomous Republics except Xeng are to be included in OCCP claims, and claims of the Border Congress. Failure to allow a territory to be used during the Border Congress will be considered an aggression on behalf of all Jinzhaon Republics, and the OCCP. 2. "Short Term." 2A, To ensure the peace of the Jinzhaon region, a demilitarized zone of five miles in all future borders of the newly claimed territories is to be inacted, both by the Federation of Soviet Socialist Republics, the Jinzhaon Republics, and Xeng. 2B, Foreign felinitarian officials and inspectors will be permitted within all territories mentioned within this proposal until two years after the passing of this proposal. This is to ensure that the Jinzhaon Republics and the OCCP are providing the best care for their people. 2C, The Jinzhaon Republics will be liable to pay a total amount equaling ₽2.86 Trillion Rubles in damages across Jinzhao. This payment is to be handled by the Jinzhaon Soviet Socialist Republic, not by the OCCP's Federal Soviet, and is to be paid in full or in installments to the Jinzhaon Soviet Socialist Republic for use in repairs. 2D, In turn, the Federal Soviet of the OCCP is liable for the installment payment of an amount equaling ₽379.9 Billion Rubles to pay towards Xeng for wartime damages. 3. "Long Term." 3A, To ensure long lasting peace, all parties involved are to sign non-aggression pacts with each nation involved. If these pacts are broken, all others involved in signing will have the right to intervene. "Nations" which are to be included within the pact signings are the Jinzhaon Republics, Xeng, and the OCCP. 3B, All foreign nations except Bhashania, Sacataria, and Marova are forbidden from providing a guarantee of independence to any of the Jinzhaon Republics, Xeng, the OCCP, or any other belligerent during the war. If already guaranteed, they must denounce, and directly refuse it. Failure to do so will be considered an aggression on behalf of all Jinzhaon Republics and the OCCP. 3C, The newly formed Jinzhaon Republics may establish mutual defense treaties, economic agreements, and other diplomatic and political actions, however, the Jinzhaon Republics are forbade to join any alliance, group, treaty, or participate in any agreements, or other form of coalition that is led by any nation outside Jinzhao. In a special exception, the Jinzhaon Republics may not join the nation of Xeng in any alliance, group, treaty, agreement, or coalition that is military based, however, economics are permitted aslong as military industry is not improved or given material support. 3D, In the case of an extreme proposal violation, all belligerents have the right to resume military action against the offender, as such, their restrictions and requirements as placed by the treaty are to be voided. 3E, In order to provide ample economic opportunities for the Jinzhaon Republics, they will be permitted travel rights for economic purposes through OCCP land claims and each Republic respectively. This means airspace permits and ground trucking. However, if extreme violations occur on behalf of a Jinzhaon Republic, the OCCP and the other Republics have the right to ban the offender's travel rights until the violation has been resolved. 3F, In order to ensure the safety of all party's involved, a non-involved nation will be permitted to station their forces within the Jinzhaon Republics. This nation will be chosen by vote of all parties involved. For this proposal, the nation chosen is Volgograd until the next voting cycle in five years.
4. "The Committee of Jinzhaon Affairs." 4A, All Jinzhaon Republics are to send two representatives. The OCCP is to send two for each involved SSR. These representatives are to represent their nation's or republic's interests in keeping the peace in Jinzhao, economic planning, rights, government systems, determining what is and isnt a proposal violation, and voting on sub-article 3G's nation support. These representatives will be present in a majority (3/5ths) democratic system which will determine everything in the CJA's jurisdiction. 4B, The CJA will be based in a city of its choosing. If a vote fails, the CJA will be based in Catjing until a new city is chosen after five years. 4C, The CJA is forbidden from managing a budget, armed forces, or creating new Republics or nations out of partitioned territories. However, they may propose alternative borders between signatories. 4D, The CJA is to manage all future international requests towards the Jinzhaon Republics for the next ten years. This includes tariffs, embargoes, investments, political visits, and other events. 5. "War Crimes." 5A, In order to properly try major war criminals, all Jinzhaon Republics and the OCCP are to hand over their accused to the CJA for a fair jury trial. The Jinzhaon Reublics are to provide their accused by the second month after proposal signing, and the OCCP is to provide their accused six months after signing. If war criminals are not provided, then sub-article 3D may be voted on by the CJA. 5B, In order to properly try minor war criminals, meaning ground troops and military officers, signatories may try their own troops, in their own courts, with a rotating jury of CJA volunteers. This choice is due to the CJA's lack of infastructure. However, if trials are continuing after two years since the implementation of this proposal, the CJA will then fully take over trial efforts.
