Neuvellon, in coordination with the Nam-Kam-Wan regional council has begun establishing the area as a non-combatant zone. Housing hospitals for refugees and a camp in the Tinjan (天仁) district of Kamwing. Organizations such as the International Red Cross and Médecins Sans Frontières have cooperated to grant medical supplies and doctors to the effort. Roughly 60,000 Jinzhaoyi refugees have found temporary housing in Kamwing, with the numbers further growing. City administration has placed it as upmost priority to establish more temporary housing for refugees in other districts on the coasts such as Hoimeng (海明).
