There will be two types of state working in the loose federation: The Motherland and the Daughterlands. The Motherland will be the seat of the dominating government of the loose federation, while the Daughterlands will be autonomous regions within the federation that act like their own countries, but in the end submit to the ideals of the Motherland. The lands of the ultimate territorial republic (The Motherland and the Daughterlands) will be referred to as sects, and the states within each sect will just be referred to as states. In the Motherland and Daughterlands, there will be even further separated states within the states. These states will have Governors, and will hold some domestic powers, such as architecture planning and what not, but will ultimately be a proxy position for the Consuls. The Governors will be able to meet in an assembly in the capital of their sect to suggest domestic improvements. The two columns of a single debate between states work like this; things that could impact other member states are binding, while things that only really impact one state but other states want to see a change on are suggestions. Governors essentially act both as senators and representatives, but are appointed and abdicated by the Consuls based on the peoples’ behalf. Two Consuls will rule every sect to limit federal power, and will be elected by the population of their sect, with the exception being the Consuls for the Motherland, in which the populace of the entire republic is to vote for the Consuls, also known as the Supreme Consuls. The Sub-Supreme (a.k.a. Regional) Consuls can negotiate things with other consuls, such as some internal border changes and other domestic diplomatic issues and so on, and the Supreme Consuls will take care of all foreign affairs. Law Humans are not property and all have a chance of succeeding in life, and thus slavery and serfdom is abolished. All humans are equal regardless of gender, race, religion, place of origin, sexual orientation, caste, or place of hierarchy, and will have the same rights: Freedom of Speech, Religion, Assembly, the Press, and Petition against the Government. Freedom from quartering of soldiers on their own property 100% Compensation for Eminent Domain (I.e. All land taken by the government will be supplied in equal amounts, for free, to the person who’s being displaced). Immigration is very much allowed, but if the immigrant is from a new country that doesn’t have its own sect yet, then a brand new sect from unorganized territory will be built. Otherwise, this immigrant will just be placed in that sect. If there’s more people than land in a sect, then an expansion is warranted. This government allows for balkanization without breaking the nation apart
