Under the National Mobilization Order, up to 2.3 million reservists have been called to active service in phases. Priority is given to experienced veterans and combat-ready reserve units, while the Territorial Militia, numbering over 825,000 personnel, has been activated to reinforce homeland defense, protect strategic facilities, and free frontline formations for offensive and defensive operations.
