At the start of the battle, it fires it immediately, but without a countdown. Counter within seconds: The boss has a 1 in 5 chance to counter an attack, dealing less or no damage to it (no if normal attack, less if charged attack). Rocket Attack!: Fire a rocket dealing 5 damage.
