The Xīběi (or Shibay) Cluster, inhabited by the Xīběi-rén (a species largely speaking a click language, Xīběi-yǔ), is a tiny cluster located in the southwest sector. It is controlled by the Xīběi Clique, a military group. Ma-shì, the largest city, is the capital. Flag is inside project.
