Press Space to trigger a blackout, click the switchboard to open the breaker box, then click all tripped breakers to reset them. Once that's done, click outside the breaker box to close it, and click the Master Power Control switch to reset the zone's power. Make sure all breakers are reset before you flip the switch, these electrical systems are quite old and trying to restart the power without resetting all the breakers will fry the grid and be VERY costly. You can kill the power as many times as you want by pressing space after fixing it. However, once you fry it, you'll have to restart the project.
