It’d be extremely unrealistic and unfair for them to outright reject despite all my previous roleplay. [OoC Note] Realistically, some would accept because our pre-existing Balkans Customs Union has made them completely dependent on us, especially with the US Dollar collapsing. This makes it not a sudden hostile takeover, but rather transition to full unification a natural evolution. This proposal removes all their historical fears: it uses a U.S.-style Congress where every republic gets equal seats to prevent Serb-domination, keeps their local rule intact, and guarantees that their currency reserves are safely stored in their own capitals rather than Belgrade. Furthermore, we just basically handed them 30% of all seized British industrial assets for free, granted landlocked nations duty-free port access, and gave them an absolute veto over foreign military deployments via the equal Upper House while strictly banning military force against civilians. Basically, they get to keep their local independence, get a massive influx of free wealth and welfare, and hold a direct veto over foreign wars, making unification the safest and logical choice for their survival. Besides, Montenegro and North Macedonia are proof this works as they joined willingly and peacefully. [Roleplay] Having seen the success of the Balkans Customs Union, along with the success of all states currently unified under the Jugoslav banner, now proudly including Serbia, Montenegro which chose unification peacefully, and now the people of North Macedonia who just voted for reunification: we formally extend the offer of unification once again to Bosnia, Croatia, and Slovenia. Under the Balkans Customs Union, we have all enjoyed economic growth and stability. Yet if one of us is to fall, all of our economies would be impacted negatively. Unification would prevent this, allowing for the easy transfer of resources and funds to any republic in need. This new state would not be Serb-dominated, and we now have the literal proof of our reforms to show it. Closely mirroring the American system, a Federal Assembly has been set up with two chambers: one based on population, and another that gives each republic equal seats so a single state can never erase the voices of others. Premiers will be appointed and governed strictly by their own people, keeping local rule in local hands. To keep internal affairs running fast, Belgrade holds an emergency override for national crises, but this can be vetoed by a 2/3rds vote of the Federal Assembly so no one can abuse it. Utilizing a balanced mix of both volunteers and conscripts, all republics are legally bound to join all external conflicts together, but only when the Upper Chamber votes to approve external deployment for the VJ to mobilize forces. However, a direct defense of our shared sovereignty against immediate external aggression is legally required and triggered automatically without waiting for an Upper Chamber vote. Unification would also guarantee the absolute defense of each republic through a hybrid military system. The Army operates under a modified Swiss-style framework featuring conscription, utilizing a balanced mix of both volunteers and conscripts. However, to guarantee total safety at home, the use of military force against civilians is strictly prohibited. Because our unity must be permanent, secession is illegal; any attempt to break away is treason, resulting in the freezing of assets and swift federal intervention to protect the state. The reformed federation guarantees the profit and protection of all republics, promising to bring back guaranteed employment, free universal healthcare, fully subsidized higher education, and affordable social housing for all workers. The ideology of "Brotherhood and Unity" will be championed once again, serving as a powerful ideological shield to foster peaceful coexistence and dismantle modern ethnic divisions.
