This thing you see right here, is the the menu for Scratch Fighters: New Legacy! After three years you finally see, now this is not the final version, it's still prototype, like you see that the names of the buttons haven't named yet and I'm going to name these a bit soon, also the cloud you watching was made by @shinymoth97, since no one made a cloud icon, so shout out to him and last but not least, the menu is heavily inspired by Super Smash Bros Brawl menu (I think or maybe I'm wrong)
