To make the necromancy more fair it has the limit to bring back the dead for example: Let's say you lost 100k soldiers to the necti, at most they can able to bring back 50k of them it doesn't mean they can't use the other 50k, but they need to do more work to use them. That would take 3 irl days to work. Also the flag in the middle of it is a tombstone.
