The city is the capital of the Necti empire, it's where most of their population is at and the undead is too. No one truly dies at the city, they will come back to finish their business for the empire to work until their second death. The city of the dead has massive tall walls around it blocking any attacks from all sides, it's impossible to climb on the walls, as it's misshapen and so wet of the rotting blood on it to make anyone who climbs it a death sentence. If they get pass the walls they will begin to slowly rot away as the living can't handle the pure necrotic death in the city they will be undead loyal to the empire.
