The cities would be based on the southern zones of Greenland where ice isnt prevlant. much Deep granite billing would keep the cities on the ground, and mega-domes and sturctural enevelopes would keep the the cities climate-controlled. The Navy's submarines are easily able to navigate beneath permenant ice shelves using frequency sonar and ice-peiricng thermal drills. The navy also possesses a good amount of missile destroyers, and 2 aircraft carriers, along with a small spaceforce. For recon, glider drones with near no moving parts act as recon, travelling in the predictable katabatic winds. TheM4 Polar IFV is an insulated, tracked vechile, that are designed to for the winter evironemnt. Powered by fusion, allowing it to travese many miles without stopping for any fuel.
