Because the Federatoin (probably) has old stock piles of arms from the past, it can arm it's self with enough, arms for its small military and civil Gaurd. Salt Lake is trying to push a bill to increase the size of the military but it's being held up in Congress because of a weak/new econ that wont support the bill. (not finished for lore and stuff this is non cannon for now)
