Step I: We deploy squadrons of scout ships that are disguised as civilian starliners to find which planets have a heavy CoS presence or a presence of a CoS puppet. The goal is to search for important CoS locations or CoS ally locations. We specifically use the J-4292 as scout ships because they are TECHNICALLY civilian transport ships, but can be easily modified for purposes like these which makes them very effective for not drawing any suspicion. Step II: When the scouts return they give us a list of important locations, we narrow it down to only the MOST important ones on the list from the current intelligence we have so far. The J-4292s then go on a second round to these locations and deploy a swarm of microscopic recon drones on each locations to gather information about the CoS. These drones are very hard to detect and can even self destruct when necessary (which isn't normally needed since they're microscopic). They use very basic barebones code which is too simply record all that they see and upload it to an encrypted database. In the off chance the recon micro drones are detected they have been equipped with special countermeasures to prevent the enemy from tracing the uploads and basically make it impossible for the enemy to find out who and where the drones are broadcasting their data too. Even if this plan fails they won't be able to figure out it was us who sent them.
