Texas is looking to expand their territory and gain more land seeing how other states have been doing that. They send a message to Oklahoma and offer them a deal: If Oklahoma allows Texas to peacefully annex them they shall retain most of their independence and have full access to Texan resources and our powerhouse economy. Whatever Oklahoma needs, whether its resources, money, weapons or welfare we will provide for them gladly. Oklahoma will still be allowed to manage their own policies and laws as long as it doesn’t conflict too much with that of Texas. If there is anything that Oklahoma would like to add to the offer in order to comply we will consider it depending on what their demands are
